Introduction
Following the recent USCIS Notice of Ineligibility emails received by South African applicants in the U.S. Refugee Admissions Program (USRAP), a community member reported seeing an encrypted attachment warning from their email provider.
This update provides additional information about that warning.
What The Warning Means
The warning appears to be generated by the applicants email service provider, such as an email security system, rather than by USCIS or CWS.
The warning appears because the attached PDF document is password protected.
Because the document is encrypted, the email system may not be able to automatically scan the attachment for malicious content.
This type of warning means the attachment could not be scanned automatically. It does not, by itself, confirm that the attachment is unsafe or fraudulent.
Why A Password Protected Document May Create This Warning
Password protection is commonly used when sending sensitive documents because it prevents unauthorised people from opening the file if the email is accidentally accessed by someone else.
In the examples shared with Undercover Refugee, applicants received the document attachment separately from a second email containing the password required to open the file.
Recommended Actions
Applicants should continue using normal caution with any email attachment.
If you are unsure about a communication relating to your refugee case, verify it using official contact information for USCIS or your Resettlement Support Center rather than relying only on information from other people online.
Keep copies of all emails, attachments and related correspondence for your records.
